Ram-Powell is located in the Gulf of Mexico on Viosca Knoll blocks 867, 868, 911, 912, 913, 955, 956 and 987 in water depths ranging from 2,000 to 4,000 feet (600 to 1,200 meters). The fields came online in September 1997 and connect to the Ram-Powell Tension Leg Platform. Shell operates and holds a 38 % interest, while BP and ExxonMobil each have a 31% interest.

The Ram-Powell discovery well was drilled by Transocean drillship Discoverer Seven Seas. Twelve wells were drilled during 1985 to 1989 from five surface locations.
